Licensing


The California Horse Racing Board (CHRB) Licensing Division is responsible for the issuance and management of nearly 16,000 occupational licenses held by individuals who are involved in the various aspects of horse racing. The Licensing Division is managed by a Supervising Program Technician and staffed by Program Technicians who are assigned to one of four CHRB Licensing Offices.

CHRB Rule 1481(b) requires that “a person acting in any capacity within the restricted area of an enclosure, simulcast facility or auxiliary stabling area shall procure the appropriate license(s) and pay the fee required.”

CHRB Licensing Offices are located at each permanent track and are open throughout the year, during active race meets. Additionally, licensing staff are available at temporary licensing offices during sanctioned fair meets. Refer to the Racing Schedule for further details on the various race meet dates.
