New Applicants
In order to obtain a CHRB license, all applicants are required to complete a CHRB 4, Application for License. All applicants are required to complete side one in its entirety. Those applying for a Trainer’s license, Owner’s license, or Stable Name shall also complete the applicable sections on side two.
The CHRB 4, Application for License, may be downloaded as a PDF, completed, electronically signed, and returned to a CHRB Licensing Office via email. It may also be printed and taken to a CHRB Licensing Office for processing. Applicants should choose the CHRB Licensing Office at the track where they will be working, or where their horse is stabled.
Many license categories require further verification, such as approval by the Board of Stewards, an Official Veterinarian, or the Racing Office. For that reason, most new applicants will be required to appear at a CHRB Licensing Office to complete the licensing process.
Fingerprinting
As a condition of licensure by the CHRB, criminal offender records checks are conducted by the California Department of Justice and the Federal Bureau of Investigation on ALL APPLICANTS. Pursuant to CHRB Rule 1488(b), applicants are required to submit their fingerprints within 45 days of the issuance of a temporary license. A license is be considered “temporary” until fingerprints have been received by the CHRB. Failure to provide fingerprints within 45 days will result in the termination of a temporary license.
California Penal Code Section 11077.1 mandates the DOJ only accept electronically transmitted fingerprints from regulatory agencies requesting criminal offender records information for employment or occupational licensing. Live Scan fingerprinting is available at no cost to the applicant at any CHRB Licensing Office. Individuals who reside in California, but are unable to obtain electronically transmitted fingerprints, as well as all out-of-state applicants, should contact the CHRB Licensing Office in Sacramento for further guidance.
Applicants may also choose to have Live Scan fingerprinting conducted at an independent location. If an applicant chooses that option, they will be responsible for any fees charged by that specific location. A list of Live Scan facilities can be found at: https://oag.ca.gov/fingerprints/locations.
A BCIA 8016, Request for Live Scan Service, shall be completed by the applicant and provided at the time of fingerprinting. Applicants who do not have their fingerprints taken at a CHRB Licensing Office must e-mail a copy of the completed BCIA 8016 to Licensing_HQ@chrb.ca.gov, or mail it to CHRB Licensing Office in Sacramento.
Photograph
Prior to obtaining a printed CHRB license, all new licensees are required to visit a CHRB Licensing Office to have their photograph taken. At that time, a printed license will be generated and provided to the licensee. Photographs are not accepted via e-mail or US mail.
